i think what finnet is trying to say is that prosecutors in a court of law could be loosely described as conspiracy theorists as they have to provide evidence to prove (in this case) that the conspiritors have been conspiring to defraud
just because something can't be proven, in many cases, simply means access has been denied to the true evidence
that's the way processes of the law has worked for eons (at least in most western democracies)
going by your definition, there must have been quite a few 'ill' people in the world during the O J Simpson case
