I get that, but that's why I'm suggesting it gets left until stage 2.
HPA has been pushed back 1yr. The demo plant was expected to be finished in July 2022.
If the Tech plant construction starts in July like forecast( let's be honest I wouldn't be surprised if its delayed again). But if in an ideal world it does actually start the HPA won't be ready.
Unless they plan to just wing it and build the HPA side without any proper testing (which is not QPMs style at all)
