Tape out is a stage all chip makers need to go through, it's a very early step though and the foundry are doing their PR which is normal business.
As for early adoption and rerate that's an optimistic statement and no doubt one way to drum up hype.
Whats the source of the adoption curve diagram? Is that from a website as I've seen the exact same from a marketing textbook?
