Before you issue a new Licence to cover the entire region (that which AVZ is wanting) the Government would have to withdraw both licences which were originally issued. This is the first step in the process. Land titles disputes would take ages if this happened in Aus.
The next step will be to issue a new licence to cover the full mining area.
The company best positioned for this based on it investment in the DRC is AVZ. Felix knows that as does All LTH. No other Company has been more committed to the DRC through its drilling programs, building infrastructure (homes for the people of the DRC who will be ultimately employed) and building relationships with International entities to purchase the hard rock when it is mined. Lets not forget the Power station re-build which the Govt. is backing.
Let's remember there has been enough corrupt entities wanting to get their hands on Manono since we started reporting how much revenue it was going to produce. For Felix to simply go and give us our Mining Licence without having the ownership of Manono endorsed by the International Court would be no better than the MoM approving the 15% to Zijin.
What Felix wants the International Investment community to understand is that he is committed to ending corruption and that he will follow the process of Law to seek that clarity. Sure this process will take time and he will sell the need to follow proper process to the people of the DRC.
In the end, the Company that can prove that it has followed due process to secure the Land and Mining rights and has made the significant investment to prove the worth of this resource in the DRC will prevail. The people of the DRC are behind AVZ. The Fact that Nigel is engaging Lawyers to make contact through DRC channels of Government is to seek clarity that the recent notices issued are merely part of the process.
