Probably refering to people assuming that the equity portion will be larger than the company has indicated, due to either being uninformed or skeptical.
a second option is that it's because they'll only draw on equity in smaller amounts as needed rather than front loading it all, but surely with an IPO they'll at least have to offer a fair chunk.
