I just dont think PAA have a sense of urgency with much. With patents a hinderance out to 2025, a hurry up and go at what ever rate is ok for them I am assuming. Not saying they are going intentionally slow but not like they are pushing the boundaries for pace either.
No rush, patents in the way, money in the bank to pay salaries...itll happen when it happens...
