If the Argentinian government wants that let's say 5 % of the lithium production is sold within the country they should create the legal framework and create incentives so that anyone wants to invest in Argentina first to expand the value chain downstream for example with a cathode plant, a battery cell factory or a car factory or otherwise a quota is useless, because otherwise nobody has a need to buy the lithium other than to resell it.

They should have learned through trial and error that foreign companies want to invest in a constitutional state with stable legal conditions, in which politicians don't see laws on foreign investments and in this case the raw materials extraction industy as a playground for populist politics to impress voters.
