Between Phase 0 and implementation there is a change management phase internally within agencies where they need to align their policies, protocols and get sign offs. Usually this takes a while before they can implement, and as each agency have their own set of policies... well, it's hard to put a timeline to it. 2 things we know for sure though, 1 - agencies like to spend their budget before EOFY, 2 - Existing SAP legacy software is reaching end of life I recall by end of FY24, so that's the tailwinds in addition to GovERP mandate.
