I think that management will be aware of market psychology and the additional benefit granted by getting the dividend above $1.
They can afford to do it whilst keeping plenty in reserve, it will lower cash balance which should effectively ease buy back prices and it looks excellent from a sentiment point of view and will be sure to generate plenty of positve news articles - i.e. "WHC pays larger 6 monthly dividend than the shareprice as of 3 years ago".
