It also gives them the ability to close it late, which they might do if the SP was significantly below the offer price to make sure all the application monies could be accepted. With the SP $4 above the offer, it's effectively free money so every man+dog will be putting in for this.
Just hoping that the institutionals in the placement are forced to hold until after the retail offer closes and is settled.
