Joe's said for a while that DFC and chem plant funding are working parallel.
personally, i don't see DFC making investment decisions based on what European banks or middle eastern wealth funds are doing. Their mandate is to 'develop' developing countries, and probably unofficially secure supply chains.
It's likely the other way around, from what we've heard in interviews, other lenders and offtake are using DFC as an indicator. DFC's exhaustive due diligence process allows 3rd party's to be confident with LPD without going through their own process. Joe's discussed multiple times the reputational benefits of securing the hardest-to-get debt in the world
