That reduction in inventory by its very nature in the rate of decline is saleable stock, usually the balance is less saleable.
It's probable that inventory will need to be replenished otherwise sales will be impacted.
The CEO is actually a FC and has dissected the numbers to put the best positive spin on the numbers, they just need to be careful they don't believe their own BS.
It's quite common in these situations that they need to make further operations cuts, but they don't have the cash to pay out redundancies or contracted terminations.
