Lynas licences are operating licences, for importing and processing ore. Malaysia doesn't own the resource and can not take it away from Lynas.
This is different to the greed driven fight going on with AVZ in DRC where outside interests want the in-country resource.
Nothing wrong with AFR reports for either story in my opinion
