What does 'do not deal' mean in issued statement e.g. "The decision is supported by a “do not deal” commitment agreed with NTG"?

Also on potential impacts to timing, is mining at Mt Peake feasible without TPF being included in scope of FID? If the Middle Arm precinct development proceeds with a pace slower than we want TVN to progress Mt Peake and TPF, where does it leave how this whole opportunity will proceed viably and in a timely manner?
