I'm sure that set and forget strategies with speculative companies has always been a great idea. With such a low market cap, Palisade could just take the other 50% of DEL's share of the plants and buy the DEL company outright.
The management can't manage to make an accurate timetable with full transparency. The risk of Palisade walking away is very real, especially with delays as the DD doesn't usually take this long for a relatively small company. Maybe they are looking for another partner to reduce exposure risk or thinking about taking over the company for cheap?
