I guess the only "not what we think" options might be either Dr Karyn Grossman who has put her name behind the RAF5 failure and wants to redeem her reputation, or the Quincy St Capital Family Fund who took a 6% stake a couple of years ago and now woke up to the fact that they made a mistake.

Either 'camp' should have insisted on having an operational say-so from the beginning so there could be a play from one or the other to finally gain some influence on the BoD.

The speil from the BoD has frequently been compared to scammers sweet-talk operating under their own agenda as opposed to investors' interests so it's likely that the TH might be related to an enforcement of a percentage control on the BoD so as to ensure their renegade behaviour is finally halted/checked.
Heavyweight investors will have done their DD and learned lessons from the company's historical performance and it's about time full control was taken out of irresponsible non-performers' hands.
