they have just the one road for supply as has been the case for the last three weeks ...that road that runs through the back of Chasiv Yar russia has made advances in the north but there have been no advance for a week or so in the south where they need it to close off that remaining road
so , no , can't agree with you hat there is any encirclement OR impending encirclement UNLESS Chasiv Yar and Ivanivske can be taken High ground at Chasiv Yar and Ukraine are well aware of the strategic importance so plenty of forces in that area and lately russia just can't progres beyond that main highway .
Ukraine I'm sure if they do ever deem it wise to evac Bakhmut won't be doing it beofre the anniversdary of the wars start . Has held russia up for months and bled them for the small ground taken . The US it seems did suggest a withdrawl some time back but Ukraine had different ideas .
