It's a sound theory.
It's what usually happens with commodities, etc:
supply tightens - prices go up - everyone rushes in to make money - oversupply crushes prices - companies go bust - nobody invests - supply tightens - prices go up ....... cycles.
It's not beyond the realm of possibility of happening, especially if they kill economy trying to bring inflation down.
But hard to see new projects not running into same problems as before and demand growth is pretty strong in the sector.
I guess we'll have to wait and see
