A perfect situation I think would be an open below .18 cents and then 10 - 20 mins into trading a breakout above .18 cents. This will give traders time to appreciate not just the news but prepare for a breakout. Excitement will build very quickly at the point and snowball. This I think will give us the best bang for buck IM-unqualified-HO.
