Yeah didn't realise sentiments were so desperately dire that people are willing to settle for such a paltry number like 50mil. Or maybe a lot more people got in during that 9c stage and are still holding than I thought that are simply hoping to get out of this unscathed.
With regards to your last paragraph, it feels like the (relative) low risk has become a double edged sword in terms of SP where a lot of money were pulled out and simply happy to wait on the sidelines or opportunities elsewhere until these supposedly 'guaranteed' milestones and approvals are reached in X years time before trying to get back in.
