No - PLL didn't renegotiate the Tesla OT.
The original OT was essentially voided as it was specifically for SC6 mined from their North Carolina project, which was delayed for well discussed reasons.
The NEW PLL/Tesla OT for supply of SC6 from NAL eventuated obviously because Elon still wanted his spod, was happy to continue dealing with Keith, and took what was available.
