Not surprising that dividends will not always be fully franked. A lot of the earnings will not have paid tax in Australia. I am pleased that Geoff has seen it as appropriate to forwarn us, not all would have done so.
Personally I am rather pleased with WGB. It provides me with a spread of foreign investment with a good dividend, and I got this with a discount somewhere between 10% and 15%.
