FWIW - I don't know how the buyback limit is impacted with URFPA buyback and conversion. But, assuming the limits apply collectively (10% URF and 10% URFPA) then the logic goes as follows:
They bought back 38,335,000 URF equivalent shares through the URFPA BB (187,000 * 205)
Plus the 33,522,734 URF common
= 71,857,734 equivalent shares bought back
Total available: 751,333,477
= 9.564% bought back
Depending on how the limits work, they may be with-holding for this reason.
