Yeah engineering estimates are always that, estimates. It ends up being done when all the last issues are worked out. To the frustratuon of every project manager I know, I have yet to see an engineering project working on new technology able to give accurate timelines (even making this at a larger scale needs new technology and adjustments to processes that are unknowns). They're most likely doing thier best to give timeframes but they're just educated guesses.
