Let's not forget the vast majority of smokers, especially casual smokers do NOT die of smoking related diseases - DYOR, whereas the food epidemic will kill a higher % of those who eat poorly. Taxing smokers is a convenient cash cow, leveraging the smug neurosis of (mostly) english speaking societies, having travelled widely and recently.
Butts and other forms of inconsideration are another matter, like road rage and other symtoms of poor manners, e.g. not flushing a public toilet after use. One can smoke without being an areshole while ther're are plenty of arseholes that don't smoke.
Fact is the issue has been dumbed down by govts and media with a little prodding from big pharma with their patches etc. Beware of convenient big brother and please take a little time to look at the real incidence of smoking and realated morbidity, e.g heavy japanese smokers have half the morbidity rate of US smokers - why? Think about it.
