when the price makes new high and the technical indicators fail to make higher high that is bearish divergence, at the moment both shot term and mid term moving average are still below Long term MA, and when golden cross occur the technical indicators may or may not make higher high.
Also that the recent high isn't the high if you compare with the price last year.
