What mining explorer/developer has not needed to dilute to raise money to build a mine? The difference here is the mine is actually being built so a good use of that dilution. Different when it is dilution after dilution to just do more studies etc.
Debt can be good but in this situation dilution is better. There is no magic money tree, unless you have received Australian government backing for the likes of $185 million. Funny thing is this one will get there first. But they other one a lot safer.
