Well, my best answer is that its a conditional statement.
And it pertains to Victorian Coldry recieving its first sum of $1.5 million from Tincom.
When that is done, obviously, the ball will finally be rolling and it will trigger revaluation. Im no accountant, no broker and no analyst, but thats what i took the statement to mean - conditional, with a clear trigger in place.
