The cost is still $38-43Bill.. That is without any surprises during the build.. Has any one heard of a Government project that has ever come in on budget??
The $26 billion is the Governments(taxpayers) contribution over the first 7 years, up from $4.7 bill by the way and which has been kept very quiet.. As the operation will be built piece meal, they anticipate that the revenue from the intial stages will then fund the latter stages..
Quigley is coming up with his Business Plan/Budget on may 31st and it is anticipated that his figures will be a LOT more conservative than McKinsey's.. One should not forget that Mckinsey's figure are based on 70%+ take up.. No project of this kind built to date has ever come in with any greater than 30% take up, so Conroy will have to wave a magic wand along the way..
