Thats all speculation. If twiggy isnt there, its start from scratch.
But the question would be does twiggy need PRL or does PRL need twiggy.
I think PRL needs twiggy therefore you are in a weak negotiating stance. Same as Total - they had all the power. Having a glorified landparcel with no actual feasibility or financial summary besides some big vision doesnt add any value to a business.
