That's the thing, they've done nothing illegal They would have very carefully worded their report, had it vetted by lawyers.
That's the business plan of these companies. They dig up dirt on a company, in many cases it might be correct - but not always.
They then short it and release their report after they have their quota of shorts. If it's a sham report they'll only have a small window to buy them back before the market cottons on If it's legitimate there would be less urgency.
