Slight dilution to after tax NTA occurs because (a) new shares are issued at pre tax NTA (which is higher than after tax NTA), and (b) the current NTA as of today has likely (I am guessing) dropped a little below the issue price.
However to your point - the net dilutionary effect of this would be pretty marginal, and offset by a marginal reduction in management costs per share.
