Here is my top 5 reasons why debt didn't proceed:-
1. Might have prevented Petro MoU
2. Might have prevented sale of Gurvantes
3. Might have prevented spin-off of Gurvantes
4. Bank too slow, approval might have arrived too late, needed it last year
5. STX too slow, interest rate rises tipped the benefit in favour of CR given production overdue
There are probably others...
