The European Critical Raw Material Act was release yesterday and it's looking pretty good for ex DRC & China supply of cobalt. The document also recommends that the battery focus for EV's in Europe should be based on ternary high energy density chemistries (Nickel/Cobalt/Manganese etc). I'm guessing it's linked to the recycling targets for the same materials so they are kept within the EU region.
Pretty comprehensive document but I'll aim to extract some quotes over the weekend.
