The article mentions six deals with the Sok Chenda, who the article states is secretary general of the Council for the Development of Cambodia, is quoted as saying: "the sixth, and largest, was between a Malaysian firm and a Cambodian government agency for electronic ID cards ans passports". This is what Nexbis claims to do.
Nexbis (or part thereof) is also supposedly considered a Malaysian company, where it it receives tax concessions. Both its Chairman and CEO are Malaysians and reside in Malaysia. I also understand that it has conducted an analyst/fund manager tour in Malaysia where the analysts met the deputy Prime Minister of Malaysia who was supposedly very supportive of the company. The company has also made claims in the past that they have participated in Malaysian government trade delegations.
