I dont see how that is a sign of anything one way or the other. So far today in aggregate a 'bunch of someones' has picked up 1.163m shares and a bunch of someones has sold 1.63m shares including one sale of over 200,000 at 8c.
How does one particular purchase of 250k shares - not even $25k worth - signify anything of any importance? You are clutching at straws
