I expected some whiplash when the Rudd's non-event budget gave nothing for the environment.
They will probably keep the environmental spin on ice until near the election to soften some of the defection to the Greens. After the election, assuming against all hope that they get reelected, they can dump the policy into the Labor shredder if the bin is not totally overflowing by then.
