These are weasel words. Why won't they set a formal forecast ? Even if it's for a lower target, I'd far rather have it set in stone than just "aspirational". It's like saying, we don't want to set a firm target so we'll go with a weak one, then it won't matter too much if we miss it. Unimpressive TNT.
