"A ML would not be issued to anyone in the midst of a legal battle of ownership. It makes no sense. DRC issue a ML to AVZ for AVZ to lose the court case and then the DRC govt would have to start from scratch reissuing a new ML relevant to who the owners of the project."

My understanding it's about illegal shares issued and not about ownership rights.
