I'd say since the days of EKM
Just when you thought it got some traction the grind continued with the hft.
Then when the horizon was looking very very rosy new mgmt came in and informed sholders they were keeping the profits so forget about divs.
In any event it seemed engineered so sholders got as minimum as possible.
