Recent writedowns of $350,000,000 mean that the net asset backing of Westpac shares has declined by a mere 20 cents per share. Compare that to the recent market fall per share of more than $3 and one can justifiably claim that the decline has been overdone.
So I reckon WBC is a buy at the moment.
