In addition to mentioned benefits of the Sarawak location, much of if not all the decision making is at the state(province level) which makes it more efficient. I spent some time living in Penang and dealing with the Penang Development Corporation and met with many businesses in that island - Seagate, Hitachi, etc. who praised the corporation for their performance and help in getting established - there was no need to talk to Govt departments, the Corporation sorted that for them. Sarawak will have a similar corporation and they have a lot of power and influence - they make things happen(https://www.sedc.com.my/). We could see movement sooner than we think as the Corporation will be pushing and incentivising to get LMG going which I think is something they need.
