He's talking about the Argentina's supreme court order where AGY, amongst other lithium companies in the area, need to send all copies of their permits to mine, as well as all complaints received regarding environmental matters - as the claimants (indigenous communities & other groups) are demanding suspension of authorisation of exploration and exploitation of lithium in the areas.
I don't think they will succeed in their demands, as it's a lucrative export for Argentina, but may slow things down even more.
