As I understand the legislation, it is a cap on output of emissions not product, from the largest CO2 emitters. Perhaps someone wrote an article/analysis with a back of the envelope calculation on what that might mean for coal production, and with the assumption no offsets were purchased - and then TradingEconomcis picked it up?
