Yes, he is, but they stated that the extra tax would not significantly help the deficit, since it was earmarked for other purposes.
Of course we have to believe that spiel, but in any case I don't care. The principle of being paid a fair amount for a non-renewable mineral resource outweighs the balance sheet nonsense being thrown around.
At this point I am concerned about the level of the tax and the downside/benefits and believe it should be negotiated to something both sides can live with, rather than just saying, Oooh, more taxes, bad thing!
