the premium over spot commanded by coins would not be subject to RSPT.. potentially also the minting costs (at the very end of the refining process) would not be used to reduce RSPT
*assuming that RSPT taxing point for gold is .99999 fine bar, and not the dore bar produced on site (as there probably isn't a recognised market for dore)
