You may be correct but considering that just a few months Ago AL was saying on time and in budget it could also be true that their project management is so bad that they do not know. If they had good project management they would have known at least 6 months ago possibly a year it would be late. they could have started a well organized appeal then.
Rember how tolly came back from AGM and said everything was fine. that was the official line then and for the next few months.
