He is signaling that the selling is over... which accounts for the dramatic change in the bid/offer volumes.
In the past, he has not bothered to comply with the requirements of change in substantial holding with MEL.
Doing so now implies he wants the market to know that he has finished for now and is giving room for the price to rise.
