I suppose that depends on your interpretation of smaller projects. If you’re judging that by tonnes mined or profit made. I would define it as profits made and the Government would be to imo.
Im not sure of the relevance to financiers of extending a 10 year mining lease or SML if the loan needs to be paid back in 5 years.
It was always in the legislation for the appointment of Government members to the board. I agree it gives them input into the company but I would think they wouldn’t be involved in the startup decision making. If so that could become complicated for foreign investors. I understand it to be more input into the distribution of revenue once in operation, where foreign companies could re-invest instead of paying out dividends. Might not be in the interests of the government.
