The current management are trapped by past statements.
Should they set their initial production targets too low (say 10ktpa) and communicate a ramp up period of 24-36 months to hit their previously committed 50ktpa target, there will be calls that the technology doesn't scale quickly enough.
They set the initial production targets higher (say 25ktpa), that will most likely take longer to achieve. Further prolonging the large revenue numbers a lot of investors would have analysed the numbers on.
Given the modular approach, it made sense to me to get this project revenue generating at a smaller scale and ramp-up. That's on the proviso the whole project makes financial sense.
